However, the Beijing government will retain monopolies in areas that require higher information security.  In general the development of fibre optic broadband systems is coming as a result of government, municipal or regional initiatives. For instance the development of broadband in Shanghai is being organised by the Shanghai Municipal Government and in Guangzhou by the local authorities. However, the authorities are increasingly heading consortiums of local and foreign companies to co-ordinate the work.
